জুন ২০২৬ বাংলাদেশের রাজনীতি, অর্থনীতি, কূটনীতি, প্রশাসনিক পুনর্বিন্যাস, অবকাঠামো, ব্যাংকিং, পরিবেশ, সংস্কৃতি ও ক্রীড়াক্ষেত্রে অত্যন্ত ঘটনাবহুল একটি মাস। মাসের শুরুতেই বাংলাদেশের LDC graduation তিন বছর পিছিয়ে দেওয়ার আবেদনে জাতিসংঘের Committee for Development Policy—CDP ইতিবাচক সুপারিশ দেয়; ১১ জুন দেশের ইতিহাসের সবচেয়ে বড় আকারের Tk 9.38 lakh crore প্রস্তাবিত জাতীয় বাজেট অনুমোদন ও সংসদে উপস্থাপন করা হয়; Japan-এর সঙ্গে ¥50 billion policy loan, China-এর সঙ্গে Ninth Bangladesh–China Friendship Bridge এবং মাসের শেষদিকে ১৩টি MoU—সব মিলিয়ে development diplomacy বড় জায়গা দখল করে। একই সময়ে Bangladesh Australia-র বিরুদ্ধে ঐতিহাসিক ODI series জয় করে, দেশের প্রথম cashless jail চালু হয়, police uniform পুনর্বিন্যাস করা হয় এবং China সফরে প্রধানমন্ত্রী Tarique Rahman bilateral relationship-কে নতুন strategic level-এ নিয়ে যাওয়ার ঘোষণা দেন।

Bangladesh LDC Graduation — তিন বছর সময় বাড়ানোর পথে বড় অগ্রগতি

United Nations Committee for Development Policy—CDP Bangladesh-এর LDC category থেকে graduation-এর preparatory period 24 November 2029 পর্যন্ত বাড়ানোর আবেদনকে সমর্থন করার অবস্থান নেয়। Bangladesh সরকার 18 February 2026 আনুষ্ঠানিকভাবে তিন বছরের extension চেয়েছিল। CDP Chair Professor José Antonio Ocampo জানান, তাদের assessment অনুযায়ী UN General Assembly-এর extension approve করা যথাযথ হবে।

এখানে গুরুত্বপূর্ণ বিষয় হলো—২ জুন CDP-এর সিদ্ধান্তটি ছিল recommendation, final UN General Assembly decision নয়। Bangladesh ইতোমধ্যে তিনটি LDC graduation criterion-ই উল্লেখযোগ্য ব্যবধানে অতিক্রম করেছে এবং CDP মনে করে near-to-medium term-এ threshold-এর নিচে নেমে যাওয়ার risk খুব কম। তবে banking-sector weakness, revenue mobilisation, export concentration, productivity এবং structural vulnerabilities মোকাবিলায় reform acceleration-এর ওপর CDP জোর দেয়।

কেন extension গুরুত্বপূর্ণ?

LDC status শেষ হলে Bangladesh ধীরে ধীরে duty-free/quota-free market access, pharmaceutical intellectual-property flexibility এবং বিভিন্ন concessional international support হারাবে। বাড়তি তিন বছর পাওয়া গেলে export diversification, trade agreements, banking reforms, energy competitiveness ও post-LDC transition strategy প্রস্তুতে সময় বাড়ে।

FDI Incentive Scheme Policy 2026

Prime Minister Tarique Rahman-এর সভাপতিত্বে Cabinet Foreign Direct Investment—FDI Incentive Scheme Policy, 2026 অনুমোদন করে। Policyটির উদ্দেশ্য হলো overseas Bangladeshis এবং অন্যান্য Bangladeshi citizen-কে Bangladesh-এ genuine foreign investment আনতে উৎসাহিত করা এবং investment mobilisation-এ incentive structure তৈরি করা।

এটি এমন সময়ে নেওয়া হয় যখন Bangladesh post-LDC economy-এর জন্য FDI বাড়ানো, export sector diversify করা এবং technology-intensive manufacturing আকর্ষণের চেষ্টা করছে।

একই cabinet meeting-এ Bangladesh Medical University Act সংশোধনের draft-ও অনুমোদিত হয়, যাতে university medical service, education ও research-এর পরিধি বাড়াতে নির্দিষ্ট company বা organisation গঠনের সুযোগ পায়।

🌊 Teesta Master Plan Meeting

৪ জুনই Prime Minister Tarique Rahman Teesta Master Plan implementation নিয়ে উচ্চপর্যায়ের meeting chair করেন। বৈঠকে Teesta River এবং Teesta Barrage-এর current condition নিয়ে video documentary প্রদর্শন করা হয়। Water Resources Minister Md Shahiduddin Chowdhury Anee, State Minister Forhad Hossain Azad, Policy Adviser Dr Zahed Ur Rahman ও Principal Secretary ABM Abdus Sattarসহ সংশ্লিষ্টরা উপস্থিত ছিলেন।

Teesta basin management বাংলাদেশের উত্তরাঞ্চলের agriculture, erosion control, irrigation, water storage ও dry-season water availability-এর সঙ্গে সরাসরি সম্পর্কিত।

🇧🇩🤝🇹🇷 ৫ জুন ২০২৬

Bangladesh–Türkiye Cultural Heritage MoU

Bangladesh ও Türkiye cultural property এবং heritage protection বিষয়ে Memorandum of Understanding স্বাক্ষর করে। Dhaka-য় Bangladesh-এর Cultural Affairs Minister Nitai Roy Chowdhury এবং Turkish Foreign Minister Hakan Fidan agreement-এ সই করেন।

Cooperation framework-এ archaeological exploration, heritage documentation, modern conservation technology, disaster-risk reduction এবং illicit import/export/transfer of cultural property প্রতিরোধে সহযোগিতা অন্তর্ভুক্ত হয়। এটি UNESCO-এর 1970 Convention-এর broader principle-এর সঙ্গে সামঞ্জস্যপূর্ণ।

Hakan Fidan-এর Dhaka visit-এ দুই দেশের trade volume প্রায় US$1.3 billion থেকে US$2 billion-এ উন্নীত করার আকাঙ্ক্ষাও প্রকাশ করা হয়। Defence, energy, education, health এবং Rohingya issue-ও bilateral discussion-এর অংশ ছিল।

13th Jatiya Sangsad-এর দ্বিতীয় ও Budget Session শুরু

৭ জুন বিকেল ৩টায় 13th Jatiya Sangsad-এর second session এবং 2026 Budget Session শুরু হয়। President Mohammed Shahabuddin Constitution-এর Article 72(1)-এর ক্ষমতাবলে session আহ্বান করেন।

এই session-এর সবচেয়ে গুরুত্বপূর্ণ কাজ ছিল FY2026–27 national budget উপস্থাপন ও অনুমোদন প্রক্রিয়া। Business Advisory Committee ৭ জুনের বৈঠকে session 9 July পর্যন্ত চালানোর schedule নির্ধারণ করে।

🇧🇩🤝🇷🇺 Foreign Minister-এর Russia Visit

Foreign Minister Dr Khalilur Rahman তিন দিনের official visit-এ ৭ জুন Moscow-এর উদ্দেশে ঢাকা ছাড়েন। তাঁর সঙ্গে Prime Minister's Foreign Affairs Adviser Humaiun Kobir ছিলেন। Visitটি Russian Foreign Minister Sergey Lavrov-এর আমন্ত্রণে হয়।

⚖️ Ramisa Rape-Murder Case — দ্রুত বিচার

৮ বছর বয়সী Ramisa Akter rape and murder case-এ Dhaka Metropolitan Children's Violence Suppression Tribunal ৭ জুন prime accused Sohel Rana ও তাঁর স্ত্রী Swapna Akter-কে death sentence দেয়। Sohel-কে Tk5 lakh এবং Swapna-কে Tk2 lakh fine করা হয়।

Law Minister-এর হিসাবে charge framing থেকে verdict পর্যন্ত trial proceedings six working days-এ শেষ হয়; crime সংঘটনের মাত্র 19 days-এর মধ্যে verdict আসে। এটি Bangladesh-এর major rape-murder trial history-র দ্রুততম নিষ্পত্তিগুলোর একটি।

🌍 ৮ জুন ২০২৬

Iran launches “Operation Nasr”

Iran-এর Islamic Revolutionary Guard Corps—IRGC 8 June “Operation Nasr” বা “Operation Victory” শুরু করার ঘোষণা দেয়। IRGC Aerospace Force Israel-এর Nevatim এবং Tel Nof airbases লক্ষ্য করে ballistic missile strike চালায় বলে Iranian officials জানায়। Operationটির code phrase ছিল “Ya Haidar Karrar”।

Iran operationটিকে Israeli strikes on Iranian radar sites-এর retaliation হিসেবে বর্ণনা করে। এটি Bangladesh-এর domestic event নয়, তবে June 2026-এর current-affairs chronology-তে Middle East crisis-এর গুরুত্বপূর্ণ আন্তর্জাতিক ঘটনা।

Supreme Court Secretariat Verdict স্থগিত

Supreme Court-এর Appellate Division একটি High Court verdict স্থগিত করে, যেখানে government-কে তিন মাসের মধ্যে independent Supreme Court Secretariat গঠনের নির্দেশ দেওয়া হয়েছিল। Chief Justice Zubayer Rahman Chowdhury-এর নেতৃত্বাধীন bench state appeal-এর hearing 16 June নির্ধারণ করে।

High Court-এর original judgment judicial independence-এর জন্য গুরুত্বপূর্ণ ছিল, কারণ subordinate judiciary-এর posting, transfer ও discipline-এর institutional control-এর প্রশ্ন এর সঙ্গে যুক্ত।

🏏 Bangladesh 86-run DLS win over Australia

২১ বছর পর ODI জয়

৯ জুন Sher-e-Bangla National Cricket Stadium-এ Bangladesh Australia-কে DLS method-এ 86 runs-এ হারায়। এটি Australia-র বিরুদ্ধে Bangladesh-এর মাত্র দ্বিতীয় ODI victory এবং 2005 Cardiff-এর ঐতিহাসিক জয়ের পর প্রথম। অর্থাৎ প্রায় ২১ বছর পর Australia-র বিরুদ্ধে Bangladesh আবার ODI জেতে।

Bangladesh করে 284/8। Mosaddek Hossain 70 balls-এ career-best 86 not out করেন। Australia 191/9 থাকা অবস্থায় rain match বন্ধ করে; DLS calculation-এ Bangladesh 86 runs ahead ছিল।

Bangladesh Bank তার Executive Director Mohammad Ashraful Alam-কে Islami Bank Bangladesh PLC-এর observer হিসেবে নিয়োগ দেয়। Central bank জানায়, operational ও liquidity concerns এবং governance dispute-এর মধ্যে bankটির ওপর regulatory monitoring জোরদার করতে এই পদক্ষেপ নেওয়া হয়েছে।

Observer board meeting-এ উপস্থিত থাকতে পারবেন, management ও governance activities monitor করবেন এবং Bangladesh Bank-কে নিয়মিত report দেবেন।

🗺️ Bogura-য় চার নতুন Union

১১ জুন Bogura district administration Shibganj ও newly formed Mokamtala upazila-এর boundary restructure করে চারটি নতুন union গঠনের notification দেয়—

পাঁচ বছরে ২৫ কোটি বৃক্ষরোপণ কর্মসূচি

Prime Minister Tarique Rahman Cox’s Bazar-এর Malumghat Reserve Forest-এ sapling planting-এর মাধ্যমে nationwide “5 years, 25 crore trees” programme আনুষ্ঠানিকভাবে launch করেন।

এটি government's National Green Mission-এর অন্যতম বড় environmental programme। Target অনুযায়ী গড়ে—

🌊 Patli Canal Re-excavation

একই দিনে Cox’s Bazar Sadar-এর PMKhali Union-এ ঐতিহাসিক Patli Canal পুনঃখনন programme উদ্বোধন করেন Prime Minister। Canalটির original excavation programme 1979 সালে President Ziaur Rahman-এর উদ্যোগে শুরু হয়েছিল।

Local engineers-এর estimate অনুযায়ী পুনঃখনন programme প্রায় 40,000 people-কে irrigation ও water-management সুবিধা দিতে পারে।

Narsingdi Government Medical College

Health and Family Welfare Ministry Narsingdi district-এ নতুন government medical college প্রতিষ্ঠার approval দিয়ে gazette notification জারি করে। Medical Education and Family Welfare Division-এর Secretary Kamruzzaman Chowdhury notification-এ সই করেন।

এ উদ্যোগ Narsingdi ও আশপাশের অঞ্চলে medical education এবং tertiary healthcare capacity বাড়ানোর উদ্দেশ্যে নেওয়া হয়।

Supplementary Budget ও Appropriation

Jatiya Sangsad FY2025–26-এর Tk56,117.59 crore supplementary expenditure অনুমোদন করে। এটি 30 June 2026-এ শেষ হওয়া fiscal year-এর Consolidated Fund থেকে ministries/divisions-এর অতিরিক্ত expenditure legalise করার জন্য প্রয়োজনীয় appropriation process-এর অংশ।

Current FY-এর original budget ছিল প্রায় Tk7.90 lakh crore। Supplementary allocation প্রয়োজন হয় যখন কিছু ministry/division-এর actual expenditure original allocation অতিক্রম করে বা নতুন expenditure obligation তৈরি হয়।

ECNEC Prime Minister Tarique Rahman-এর সভাপতিত্বে পাঁচটি project approve করে, total estimated cost Tk7,003.36 crore। এর মধ্যে অন্যতম ছিল—

Bangladesh-এর প্রথম Free Trade Zones

Cabinet Committee on Economic Affairs দেশে প্রথমবার দুটি Free Trade Zone—FTZ গঠনের উদ্যোগে in-principle approval দেয়। Proposed locations—

1. Matarbari Deep Sea Port area

2. Chattogram Port / Anwara area

দুটি zone-এর জন্য মোট প্রায় 600 acres land conceptual planning-এ রাখা হয়, প্রায় 300 acres করে।

Free Trade Zone-এ foreign supplier raw material duty-free stock রাখতে পারে এবং exporter প্রয়োজন অনুযায়ী দ্রুত সংগ্রহ করতে পারে। এতে export lead time কমে এবং regional logistics hub হওয়ার সুযোগ বাড়ে।

Munshiganj District Jail Bangladesh-এর প্রথম cashless prison management system চালু করে। Systemটির মূল technology—

RFID — Radio Frequency Identification

Family members inmate-এর virtual account-এ টাকা deposit করতে পারবেন। Prisoner RFID-enabled facility ব্যবহার করে prison canteen থেকে প্রয়োজনীয় product কিনতে পারবেন; physical cash-এর প্রয়োজন থাকবে না।
